What to Check Before Buying Plots in Tamil Nadu

Buying land is a major investment. To protect your money and ensure peace of mind, you should verify all legal, technical, and physical aspects before purchasing any plot.

1. Verify Title Deed

  • Ensure seller holds a clear and marketable title.
  • Ask for the chain of ownership (preferably 30 years).
  • Get a legal opinion from a qualified lawyer.

2. Check DTCP / CMDA / Panchayat Approval

  • In Chennai, look for CMDA approval.
  • In other areas, check for DTCP approval.
  • Village layouts may require proper panchayat documentation and NOC.
  • Warning: Unapproved layouts can cause legal trouble.

3. Encumbrance Certificate (EC)

  • Apply on tnreginet.gov.in.
  • Check for mortgages, loans, or legal disputes.
  • Get EC for the past 13 or 30 years for better clarity.

4. Patta, Chitta, and Adangal Records

  • Check ownership and land type at eservices.tn.gov.in.
  • Patta – Ownership record, Chitta – Land classification, Adangal – Usage history.

5. Land Use Zoning

  • Ensure land is zoned for Residential, Commercial, or Industrial use.
  • Do not buy land in Green Belt or Waterbody zones without reclassification.

6. Physical Site Verification

  • Measure the plot with a licensed surveyor.
  • Confirm boundaries and road access.
  • Check location near landmarks and infrastructure.

7. Check for Litigation or Disputes

  • Ask for litigation-free certificate.
  • Talk to neighbors and local authorities.
  • Avoid land with partition disputes or court cases.

8. Verify Seller Identity

  • Ask for seller’s Aadhar, PAN (or company registration docs).
  • Confirm seller’s ownership and selling rights.

9. Bank Loan Eligibility

  • Check if plot is eligible for a bank loan.
  • Approved layouts (DTCP/CMDA) are preferred by banks.
  • Do not trust verbal claims — verify with the bank directly.

10. Registration & Stamp Duty

  • Stamp Duty: 7% | Registration Fee: 4% (Tamil Nadu)
  • Register at the local Sub-Registrar Office.
  • Keep receipts and certified copies of all documents.

🧾 Must-Collect Documents from Seller

  • Sale deed / parent document
  • Patta, Chitta, Adangal
  • DTCP/CMDA layout approval
  • Encumbrance certificate (13–30 years)
  • Latest property tax and EB receipts

⚠️ Red Flags to Avoid

  • No proper layout or patta
  • Unclear EC or title chain
  • Unregistered power of attorney sales
  • No road access or infrastructure
  • Cash-only deals with no written agreement

Final Tip: Always consult a legal advisor before purchasing land. What seems like a good deal might lead to years of legal struggle if not verified properly.
